Our team provides compassionate, client-centered care for adults seeking support for substance use and co-occurring mental health concerns. We believe recovery is strengthened by respect, experience, and practical support.
CEO/Director of Operations
Julie Hooker, MS, LADC
Julie brings years of experience in substance use treatment and recovery support. She completed her LADC education at Minneapolis Community and Technical College, earned a bachelor’s degree in Human Services from Metropolitan State University, and a master’s degree in Social and Community Services from Capella University.
As founder and director of Parity Wellness, she leads with a client-centered approach focused on substance use and co-occurring mental health concerns.

Grace Tippy, BS, LADC
Clinical Supervisor
Grace earned her bachelor’s degree in Alcohol and Drug Counseling, summa cum laude, from Metropolitan State University in December 2020, and later completed her International Certificate in Problem Gambling in May 2022.
She brings warmth, enthusiasm, and a collaborative approach to her work with clients. Grace believes in partnering with each person to support their goals and provide care that feels practical, respectful, and individualized.
Elizabeth Burgos, MSW, LICSW
Mental Health Clinician
Elizabeth Burgos is a bilingual, fluent in Spanish, bicultural Licensed Independent Clinical Social Worker and Clinical Supervisor with extensive experience in dual-diagnosis treatment. Since 2007, she has worked with diverse populations in residential and outpatient settings, providing compassionate support for adults, youth, and families.
She earned her Master of Social Work from the University of St. Thomas and also serves as community faculty at Metropolitan State University. Elizabeth’s areas of focus include addiction, trauma, anxiety, and LGBTQIA+ support, with an emphasis on helping clients build coping skills, stability, and confidence.
Ebere, ADC-T
Alcohol and Drug Counselor in Training
Ebere Onuegbu is a bilingual clinician fluent in Igbo, who joined Parity Wellness in September 2025. She holds an ADC-T from Century College and is currently pursuing her LADC at Metropolitan State University.
Driven by a passion for helping others, Ebere is committed to supporting individuals experiencing addiction and helping them build a path toward sobriety, stability, and a more fulfilling life.
Stephen Keyser, CPRSR
Operations Manager
Stephen Keyser is the Operations Manager at Parity Wellness, where he oversees daily non-clinical operations and helps keep the facility organized, responsive, and running smoothly. His role supports front office operations, staff workflows, client flow, and the overall day-to-day coordination of the program.
Stephen plays an important part in creating a professional and welcoming environment for clients, staff, and visitors through strong operational support, organization, and follow-through.
Antuan Jones, CPRS
Certified Peer Recovery Specialist
Antuan Jones is a Certified Peer Recovery Specialist who believes in each person’s ability to grow, heal, and move forward. He understands that recovery can be challenging and is committed to supporting clients with encouragement, empathy, and respect throughout the process.
Drawing on shared experience and a strengths-based approach, Antuan works to help clients build confidence, navigate obstacles, and create a more stable and fulfilling path forward.
Arin Hooker-Keyser, AAS, HIT
Admissions and Billing Specialist
Arin Hooker-Keyser oversees intake scheduling and supports the coordination of Parity Wellness’s administrative operations. Her calm, responsive approach helps clients feel welcomed, heard, and supported from the first point of contact.
Arin earned an A.A.S. in Health Information Technology from Saint Paul College and also supports Parity’s in-house billing processes.
Kazaaron Tallman
Laboratory Technician
Kazaaron is the Laboratory Technician at Parity Wellness, where she supports in-house testing services with care, accuracy, and attention to detail. She takes pride in her work with the Indiko Plus Analyzer and in contributing to the day-to-day support of client care.
She plans to continue her education in biology and chemistry and is proud to be part of the Parity Wellness team.
