Understanding ASAM Levels of Care
ASAM Level 1.0: Outpatient Services
Basic definition:
ASAM 1.0 is standard outpatient SUD treatment for clients who do not need the structure or weekly intensity of IOP.
Minnesota service-hour range:
For adults, up to 8 hours per week of skilled treatment services. For adolescents, up to 5 hours per week. Peer recovery and treatment coordination may be provided beyond those weekly skilled treatment hours.

ASAM Level 2.1: Intensive Outpatient Services
​
Our ASAM Level 2.1 Intensive Outpatient Program provides a structured, nonresidential level of care for adults who need more support than standard outpatient treatment while continuing to live at home and maintain daily responsibilities.
​
At this level of care, clients participate in 19 hours of group programming per week, plus one 1-hour individual counseling session per week.
​
Services are individualized based on each client’s comprehensive assessment, identified needs, and treatment plan. Programming may include group counseling, individual counseling, recovery education, relapse-prevention planning, peer recovery support, treatment coordination, and drug/alcohol testing when clinically appropriate.
ASAM Level 2.1 is designed for adults who benefit from frequent therapeutic contact and structured recovery support without requiring residential treatment, withdrawal management, or 24-hour supervision. Final placement and continued level-of-care recommendations are determined through a comprehensive assessment and ongoing clinical review.
